VIDEO: Illinois police officer subject of probe after teens pepper sprayed in handcuffs

ALTON, IL (KTRK) --
A police officer will be investigated after an incident caught on camera in January at police headquarters in Alton, Illinois. An officer is seen apparently using pepper spray on two teenagers handcuffed inside a holding cell.
One of the teens is seen twitching and shaking after being sprayed.
So far, as KMOV reports, no action has been taken against the police officer involved.

It would be instructive to hear the audio. What did the teen say to the officer? No excuses for the spraying, but there may have been some provocation.

If the officer is being spit on or being attacked somehow then the officer or anyone has a right to protect themselves.
I'd have to see the whole thing.

not being spit at nor approached....the guys were on the bench, handcuffed...and he steps in and says a few words and sprays first the one, then the other....its looks like he's a black cop and it looks like one victim is black, and one is white...not that it matters really....
this is why cops get bad reputations....

The job needs grown ups, not these people who often seem as emotion driven and revenge and bullie oriented, as criminals.

When I was a cop, I arrested a young lady outside a honky tonk for public intoxication. After putting her handcuffed in the back seat of the car, she layed on her back and started kicking the window of the car with all her might, almost breaking it out. I ended up hog tying her. She was a hostile threat, even handcuffed.

So being “provoked” justifies attacking someone?
Who decides what “provocation” is enough? Isn’t that entirely subjective?
The way I see it, a defense like that won’t fly for the citizenry, so why should we accept it from a cop?

Same as anyone. If they are protecting themselves, they get a pass from me on self-protection. If they aren't protecting themselves, after they are properly convicted, then a suitable punishment.
Makes no difference to me whether they are a cop or not.
That is a separate issue.

A lot of stories out there about cops being easily provoked, like the guy that honked at an off duty officer who was out of uniform and in a personal car. For that, the cop broke his nose and knocked his teeth out. Or the Uber driver that honked at a plainclothes cop who responded with extreme aggression. Doesn't take much to provoke a cop these days; tone, facial expression, exerting your constitutional rights, or maybe nothing at all, but if the cop feels provoked then they think it is okay to physically assault the person in the extreme.
I myself am a law abiding citizen and lead a quiet life. I've taught my children and grandchildren to show respect for the flag and national anthem. We're the type of family that brings fresh baked cookies to the fire station and my kids have gone up to men and women in uniform just to thank them for their service to our country, but I never, ever, even if i'm the victim of a crime, want to have any encounter with a cop. The last time I spoke with a cop, to report a crime against my son, I was very uncomfortable with his tone and the way he treated me and I was concerned for my own safety in his presence.

Everyone should have learned by now not to jump to judgement on these things, there is always the rest of the story.
For instance their hands were cuffed, but what about their feet, I’ve been kicked before damn near killed me.
