Not sure that I’d get bent out of shape on the basis of these pictures: 1. The pictures might be quite old and precede the drought. 2. They may be trucking water in from who knows where. 3. As noted here, it might be artificial grass. 4. Others? As with most things, more data is needed before an opinion can be formed.
