Elton Simpson (on left) , reportedly tweeted minutes before the attack that he and his fellow assailant had pledged allegiance to Islamic State leader Abu Bakr al-Baghdadi.
The FBI knew Elton Simpson was heading to Garland, Texas. It’s not clear if local authorities were notified.
FBI Director James Coomey said they may have missed others.
Comey added: “There are “hundreds, maybe thousands” of people across the country who are receiving recruitment overtures or directives to attack the U.S.”

The FBI sent a bulletin that included a picture of Mr. Simpson to police earlier in the day after agents learned that he had expressed interest in the event, Mr. Comey said. But they didn’t know he was planning an attack or even that he had left his home in Phoenix.
Mr. Comey said he has no reason to think that the bulletin contributed to the speed with which a police officer shot and killed Mr. Simpson and his accomplice, Nadir Soofi, when they opened fire outside the event.

And there is the rationale you’ll see for less cooperation between feds and local in the future.
