She was looking backwards to step back safety. Look at the video.
It looks like they set a trap for the cop, someone was camming her while she was camming the police and caught the whole action on the video.
Trap? There is video everywhere, everyone has video capability in their hand.
In fact this was broad day light, and the sidewalks likely had at least half dozen neighborhood witnesess standing around gawking.

The law enforcement officer is with the U.S. Marshals, South Gate Police Chief Randy Davis confirmed to NBC4. Davis said police officers from the South Gate Police Department were not involved in the incident, which he said took place Sunday.

TV 4 blocked out the Marshal's face for the TV broadcast, but posted the unedited version at this link with the news broadcast.
She is out side the perimeter established by the LEOs. The officer wearing the vest with his back to the woman is the perimeter.
Look again, the video was taken pointing at her, not the police action, like they expected this to happen and recorded it.
When you are about to engage in illegal activity on behalf of the police state its always wise to smash any video equipment in the vicinity.

That could have been any operation that needed kept under wraps. If it was covert and one of a series of raids, it would have needed to stay covert.
Covert operations, especially ones that will have subsequent operations to follow don’t need to be instantly loaded up on the YouTubesFaceTweets for all the world to see.
It could have been some type of protective witness transport.
Anything.
Of course I don’t know what kind of police operation it was... all I know is what I see in the video and the fact that there are 1000 different possible scenarios.
I surely cannot judge it from a chair, looking at a video with absolutely ZERO facts to go on.

BTW, at frame 0.20 the officer who grabbed and smashed her phone can be seen about 30’ from the female, just standing looking at her, prior to deciding to walk over and smash her phone.
This was no setup, even the person videoing the incident gasped when the officer did what he did and had no idea what was coming. Clearly the cop who smashed her stuff had no clue someone else was also videoing the incident from across the street.
No wonder the police have a bad reputation.
It is unlawful to selectively photograph people and use those photographs without their permission, IIRC.

Also the video has the quality of a real video camera, not a phone. They knew what they were doing, well at least one of them did.

No it wasn't. You have quite an imagination here. The video was of cops/incident and the female with the cell was in the field of view.
How in tarnation would these women possibly know this officer would suddenly do what he did? How is that possible?

If I get close to any cop except one from Plant City, I expect something bad to happen to me. That is why I avoid them like the plague.
