The title of a famous essay by Jonathan Swift and that of a Tuesday New Republic article by Brian Beutler each starts with A Modest Proposal. There are, however, many differences concerning the two pieces. One is that Swifts was a satire, whereas Beutlers is a fantasy. Another is that pretty much anyone who somehow took Swifts proposal seriously would find it horrifying, while Beutlers suggestion -- that the 2016 Democratic ticket should consist of Hillary Clinton and Barack Obama -- will horrify mostly conservatives (and opponents of dynastic politics who already were upset over the prospect of a Hillary v. Jeb race).

A substantive equivalency between "elected" and "held" is made for the status of occupying the Office of the President in the 22nd Amendment, so I don't believe your argument stands.
But "Obama" is not ineligible to the office of President, at least not because of prior service.
What the 22nd Amendment SAYS is that he cannot be ELECTED to the Presidency a third time. He is not eligible for ELECTION.
The drafters of 22 could have simply stated, "Any person who has served more than 2195 days as President shall become permanently ineligible to the office", but they did not do that.
I would agree. But a more reasonable fantasy is that Hillary runs and loses. Four years later, ex-President Obama decides to run again in 2020, which by the letter of the law....he would be able to. He’s young enough and could pull it off with the media’s help.
If this were to take place I would hope our military would prevent it . We need a strong mil leader and enough of these utterly corrupt CIVs for awhile. Stomp Iran into the dust , crush the Islamists worldwide , cause permanent regime change in NK , contain China and find common cause with Russia. Strongly ally with Israel and all others in the ME that have the sense to oppose the mortal danger & insanity of radical Islam .
Very doubtful that any politican , of any party , will do this . They are almost all cowards and sell outs. We are at war , whether folks recognise it or acknowledge it or not . We need to be led by our warriors , not by our lawyers. We need to fight , nit talk. The fate of the world hangs on what WE do in the next not many months . After today’s Senate R cave to Obamaon Iran , I vote ‘ no confidence’ in any of them .Soldiers , sailors , airmen and Marines , to the fore . They can find a Leftist Black to meet her needs for VP. But, I don’t think she will get to make the choice—whe will be forced out “for reasons of health” in six months. IF she runs—she has many Clintonistas to call upon. Gov. Richardson of New Mexico comes to mind.

22nd does add conditions for eligibility, and the 12th applies same standard to VP.
However, upthread, there’s a hypothetical about a two-term President being elected Speaker of the House (or other chain-of-succession office) and becoming President that way. That would *seem* to be valid, as the concern is for succession and such a president couldn’t run again anyway.
Amendment 12 - At the very end. “ But no person constitutionally ineligible to the office of President shall be eligible to that of Vice-President of the United States.”
If he can’t be elected to the office of President, he is ineligible to hold the office of VP.
