Russian Deputy Foreign Minister Alexei Meshkov was quoted by state news agency Tass as saying: “It is a strange decision that smacks of the Cold War period.” In 2009, NATO expelled two senior Russian diplomats attached to the country's NATO mission it accused of spying. They included Vasily Chizhov, the son of the longtime ambassador to the EU.

Not that big a deal. The cut is to the Official Delegations members, not staff.
NATO HQ is a huge leaky sieve of intelligence, anyway.
The Russian Ambassador to NATO and three official staffers will still have unescorted access to all areas, anyway.
Some nations have many more than 30 “official” Delegates. Most are political appointments or “honorary’s”
