In my Navy days we used to take sea showers with 20 to 30 seconds of actual running water. There were lots of witnesses in the neighborhood.
Is Jerry Brown going to look into every shower in California? He likely wants to.

I think it’s Brown, maybe the name has something to do with it. Last time he was governor, epic drought. Leaves office in 1983, epic snow/rain.
