An annual security report submitted recently to the US Senate by James Clapper, director of National Intelligence, removed both Iran and Hezbollah from the list of terrorism threats to the United States for the first time in years.
The unclassified version of the "Worldwide Threat Assessment of the US Intelligence Communities" dated 26 February, noted Iran's efforts to fight "Sunni extremists", including elements affiliated with the Islamic State group who were perceived to constitute the "preeminent terrorist threat to American interests worldwide".

The law of unintended consequences has not been repealed. Now ISIS and al-Qaeda, amongst others, will make fun of Iran and Hezbollah for not being on the terror list, and Iran and its proxies will feel obligated to make a statement. Probably in a quite destructive manner. Gotta have street cred, and if the Great Satan doesn’t recognize, you have to get his attention— “Hey! we are so terrorists!”

When nations are on this list, specific laws limit or require certain other measures.
By arbitrarily taking them off the list, much is permitted that otherwise would not be permitted. The tie in with the treaty attempt that allows them nukes is obvious.
