There is a HUGE difference between the government stealing wealth from those who earn it so they can “redistribute” to those who did not, and private individuals passing on the personal wealth they have earned to their kith and kin.

Well finally... They’re passing a law that will affect themselves BIG time. True idiocy but you have to look ahead to see what the end game is because its almost always part of a bigger goal when when they tread into these waters.

I know many very wealthy people and can’t even count how many of their children “died suddenly” before the age of 50.
That said, it should be up to the parents to teach their children and determine if they are able to handle wealth. Not government.

They don't see it as "other people's money." They see ALL money as the government's money.
That's why they feel that the government's proper role is to determine how much money it will let you have at any given time, and under what circumstances.
Remember, these are people who see any money that's not taxed as a government "tax expenditure."
Of course, mandatory testing would be waived for those in favorable standing with the caliphate, and perhaps for some with the ‘correct’ political persuasion. Not to mention for the odd-kick back, er, donation.
