Jana Kasperkevic 13 March 2015 The city of San Francisco, tired of cleaning up after those who relieve themselves in the public, wants to test walls that pee back.
The San Francisco department of public works (DPW) is hoping to paint some of the city’s walls with hydrophobic (water-repellent) paint. If urinated upon, the paint makes the urine bounce off the wall – and back at the urinator’s feet.
In Europe, such paint has been proven to work. In Hamburg, walls in the St Pauli quarter of the city have been painted with a super-hydrophobic coating and given accompanying signs, which read: “Do not pee here. We pee back!” It was the Hamburg experiment, as captured in a YouTube video, that captured the attention of San Francisco officials.

Actually, that's pretty much what happens anyway.
Used to teach classes about, among other things, how to find pet urine in carpet. UV light is the best way.
Fun thing to do in class. Line everybody up, turn out the lights and shine the UV on their shoes and lower legs.
All the guys, and surprising numbers of the females, are speckled with urine.

That you have to address the problems as such means you’ll never solve it. They’re not peeing on the walls because they want to. It’s because they want to pee and they don’t care where. They’ll just pee elsewhere in public.
San Fran is doomed, damned, and done.
I have encountered some pretty stupid people in my life but that guy in the video about tops them all. Who would intentionally do that? Needed to have that hooked to 110 household current.
