This smells of some sort of bigger game afoot. Look for Venezuela to be discovered or blamed for having something like having a clandestine nuclear development program or an ISIS training/staging presence.

This is just an hypothesis but it would could set the stage for a ready made cut-out to blame when an American city gets attacked.
