Okay, it's not a "fighter." It's an attack plane. The former is for taking out other planes, maybe also for bombing. An attack plane is primarily for striking ground targets. And I'm pretty sure a scuba tank isn't going to help them. Maybe you should double check the history of the Russkies in Afghanistan and the problems they had with the SU25 precisely because it couldn't climb very high.
It’s a surface attack plane and the reason it can’t fly any higher is because 1: it doesn’t have enough engine power and 2: the wings don’t generate enough lift for the weight of the craft to go any higher. B-29’s a much larger plane with a lot more wing area.
