The people at State who are responsible for this probably didnt see anything amiss. They probably believe much the same thing, even if they wouldnt state it in the same lurid terms: they likely think that if Israel would just go away, peace would prevail in the Middle East.

The State department has always been extremely Anti-Israel and Pro Arabist even during Republican administrations. However they likely feel now they can take off the gloves.
