WASHINGTON -- A Justice Department investigation will allege sweeping patterns of discrimination within the Ferguson, Missouri, police department and at the municipal jail and court, law enforcement officials familiar with the report said Tuesday.
The report, which could be released as soon as Wednesday, will charge that police disproportionately use excessive force against blacks and that black drivers are stopped and searched far more often than white motorists, even though they're less likely to be carrying contraband.

I find myself wondering about the internals/methods of calculation in this report. As in, did they draw these conclusions based on raw numbers, or did they adjust for demographics?
Ferguson, Missouri, is just under 70% African-American. It stands to reason that a town where 7 out of 10 residents are black is going to have more black drivers stopped and more black detainees in the county jail.
Similarly, in the allegation of case dismissals, did they compare apples-to-apples? If white defendants were getting a walk when black defendants weren’t for the same crime, then yes, there is a real problem. If, however, they’re simply tallying up the number of cases by race and not comparing either the severity of the crimes or other circumstances (repeat vs. first time offender, etc.), then no conclusion either way can reliably be made as the parameters are too broad.
I do agree, however, that there is probably an emphasis on “revenue generation” by the Ferg PD. I don’t think it’s a big secret that speeding tickets and other fines bring a lot of money into cities. We saw that when the NYPD did their “slowdown” to protest Mayor De-Blabby-o. Lots of
revenue shortfalls in those 3 days.
So, yeah, I’m unconvinced by the DoJ’s report at this point. Especially given the political factors likely involved here (i.e. we couldn’t get Wilson, so we’ll get the town). Show me some internals, and give me some verifiable, legitimate comparisons to back up the statements, and I’ll take an honest look at what the report has to say.
They didn’t find “racial bias”,
they found that blacks have more negative encounters with law enforcement.
So do men over women, 18 year olds over 80 year olds, etc.
