Dauphin Bush is unhappy with the serfs under his control so he wants to bring in new ones. He talks about wanting to help the poor and middle class at the same time he wants to bring in tens of millions of foreigners to further drive down wages for said middle and lower classes. His proposal for a guest worker program in areas with "shortages", i.e., where wages are rising, is guaranteed at best to result in stagnant wages.

I just don’t get the strategerie. Why anger the entire conservative base with these unprompted statements. Guy has a tin ear.
We have to secure the borders first. Few think we can actually send 12 million illegals back. And AFTER the borders are secure, we can intelligently discuss their fate and maybe end up with a path to non-voting citizenship. (Just my opinion - non-voting status makes them less a pawn for democratic party votes.)
Conceptually, should they get to vote if they entered illegally, particularly if they are allowed to stay and enjoy all (but one) of our other rights and freedoms?
