I think the West Germans had to deal with that back in the 1970s with the Red Brigade Faction or one of those terrorist groups. After several situations where there were terrorist attacks aimed at freeing the leaders in prison, a mysterious incident occurred where a group of radicals allegedly broke into the prison where the leaders were held, allegedly smuggled firearms in to them, and they all allegedly shot themselves.
I'm sure everyone knew what the story was after it turned out that the prisoners had all shot themselves multiple times in the back of the head.
No more reason to conduct terrorist attacks to free prisoners after that, right?
