The Lakewood Estates neighborhood is filled with families and children. On any given day, you'll see kids climbing trees and playing on swing sets.
That's why news of a residential gun range did not sit well with neighbors.
I don't know if this idiot is going to start popping off rounds, said Patrick Leary. I'm furious.
Moms and dads are extremely upset after their 21-year-old neighbor, Joseph Carannate, told them he built a homemade gun range.
I don't want to hurt myself or any neighbors. I don't want to hurt anybody. I just want to use this as my enjoyment, Carannate told News Channel 8. I don't want to have to go to a gun range, when I can just go outside my door.
Carannate wants to fire his 9mm in his St. Petersburg yard, which happens to be just feet away from children. According to St. Petersburg Police, legally he's allowed to do it.
I wouldn't have done all this if I didn't know the reaction, Carannate told us, who claims he has all the proper paperwork for his weapon.
He says he will inform neighbors when he intends to fire his gun, which he hopes to do every other weekend.
Residents tell us that's not good enough.
Leary added, You heard him say, I'll tell the neighbors when I'm getting ready to fire. What, do we gather our children and hide? Ridiculous. C'mon.

That is not being a good neighbor, not considerate. Why worry people like that when you don’t have to?
Just for that, his westbound neighbor should start using his new brass Trumpet to play Reveille at 5;27 am, the northbound neighbor across the street has a son newly fascinated with the drumming techniques of Keith Moon from The Who. Oh, and don’t forget Mrs. Fluger, who is very busy on her back porch developing perfumes for Incense sticks.
And Mrs. Jenkins the widow, who can’t wait to try her Grandma’s Chitterling recipe.
That’s not a backstop, that’s a frickin’ composting setup.

Maybe legal to shoot in the neighborhood but too many things can go wrong. Not a good idea IMHO.
I have nothing against a personal gun range. This isn’t a personal gun range, it is a cobbled together target without a proper backstop and not even a fence to prevent someone from entering into the ‘danger zone’ from the rear.
There ought not be a law here, but common sense and gun safety. Appears to be utterly absent, but unfortunately, will be used to limit the rights of others, simply because too many laws are made based upon the exception (this idiot) vs the rule.
As soon as the sand he used allows a round to pass his lot line he is breaking the law. Also, it would be reasonable to realize doing this created a dangerous condition. A reasonable person would assume that on a lot 75’ wide a stray round could be expected. Therefor any injuries/deaths are ratcheted up.
Not to mention noise ordinances.
People like this are why we have all the unreasonable laws.
A basement range here in Florida would be filled with water.
From the property records there are probably two lots within 100’ behind his backstop. More if you consider the adjoining lots.

What's an HOA? (I wouldn't be nuts enough to buy a house under the jurisdiction of one).

A few rounds of return fire and he’d maybe get the message... I know most here will disagree with me, but HOA’s exist because people like this exist.

I don't know what conservatives YOU'RE thinking about but any such Conservative usually has common sense and courtesy for his fellow neighbors. I for one don't wish to hear my next door neighbor shooting off his firearms in his back yard, especially when I may be taking a nap, talking on the phone or anything else that I may be doing.
You want a backyard firing range, fine, buy a house out in the country, I'll come join you when I can. Until then, go to the firing range or out in the country, not in your backyard NEXT TO MY HOUSE!...........

Definitely some sound deadening baffles along the walls/floor/top (which probably means using the larger, 48” culvert).
I’m not sure about filtration being needed on the outlet, but it probably would not hurt.
My basement is ‘non-air-tight’ enough that I could get good air flow by simply drawing air from the basement, down the culvert and out the vent at the end. I’d probably design a hatch or doors so I could close it off the culvert from the basement when not in use, and also leave the vent fan off unless the range was in use.
From the picture, I don’t really like the size of that backstop.
I’m pro-2a and don’t have a problem with a good range, but he can’t afford to screw up once.
As long as he is willing to accept personal responsibility for any and all damage he causes to persons and property NOT on his lot, I also support the gun/property owner/renter.
