I have a suggestion for Cuomo's paid monitor since he likes to keep his friends close : Sheldon Silver .
"Federal authorities are expected to arrest Sheldon Silver, the powerful speaker of the New York State Assembly,
on corruption charges on Thursday,.."
This would be significant as Cuomo cancelled the "Moreland Commission Ethics Investigation" when they got close to his supporters...and Sheldon will need bail money .

If the state is going to do that, why not just skip the grand jury process altogether. Why bother with it, if you are going to allow a state appointed individual, to simply decide whether or not a person who has been indicted, should go to trial.

Gov. Cuomo is assuming a key role in resolving cases where unarmed civilians are killed by police, announcing Wednesday that he will name an independent monitor to review grand-jury decisions when cops are not indicted.More government is almost always the Democrat solution.
...And raising taxes to pay for more and bigger government.
Again more style over substance.

This comes down to the elites belief that if the people don't vote the right way or the courts make the wrong decision that they have the machinery in place to "Correct" the error.
