How did he get elected? His district is urban Indianapolis/Marion County. He meets the demographic qualifications. Plus, he "inherited" it from his mother, Julia Carson. Before Julia was elected to Congress to replace Andy Jacobs, Julia was Center Township Trustee. Indianapolis Center Township is the hood of the hood, and not surprisingly the Trustees' office under Carson was a cesspit of favoritism, corruption, graft and nepotism. Perfect qualifications to be a minority democrat member of Congress. Andre is just continuing the family business.
