There is a very simple, and totally non-PC, solution to this issue.
Since the Muslims have effectively established a nation within a nation they need to be treated as such.
You start by immediately terminating all public assistance to Muslims living within those zones.
Then you establish an East European 1980’s style border around each zone with fortified entry points. Every time any Muslim wants to exit or enter one of these zones they must go through an extensive passport check.
These Muslim zones to pay for their power, water, sewer, and internet services on a monthly basis based on an acceptable international currency. No payments no service.
The odds of this happening in liberal Europe - None.
The odds of additional terrorists actions like we have seen over the last few years in France (isn’t the wanton and repeated destruction of private property (aka cars) a form of terrorism?) - a CERTAINITY.

Cut off the infrastructure. Welfare checks have to be picked up in person at an office outside the zone. Eventually cut off welfare checks unless the recipient works outside the zone. Schools only certified outside the zone. Lots that they can do but probably won’t.
The fact that this is going on in the first place is mind-boggling. No-go zones? And you're SUBSIDIZING THEM? Just defunding them is about 90% of the solution to the problem.
The French did exactly what you recommended during the Algerian war. didn’t do much to stop the violence.
By the time a decsion is made in the US, it’ll be damn near too late. The government is setting us up for acts of terrorism against anti-white/Christian populations and won’t be happy until they start to see bombings of Churches.
