The rules of the house, going back to Thomas Jefferson’s rules of the house, they are very clear.

A candidate must get A MAJORITY
OF ALL OF THOSE ON THE HOUSE FLOOR VOTING FOR A PERSON .
It doesn’t have to be a member of Congress,
but it does need to be an American citizen and adult.
Anybody is eligible that is.
