I’d say the mayor disrespected it.
He knew he wasn’t wanted there.
He was in a damned-if-you-do, damned-if-you-don’t position; how could the mayor not appear at a cop’s funeral?
The family asked for his presence. Family wishes trump all. The officers should have respected that.
