The Tueller Drill assumes a holstered weapon. There were multiple officers here with their guns ready. They could have fired at the first sign of forward movement. I also note that they kept firing after he was on the ground.

Know, though, that the cops have earned my scorn with every single interaction in my life.
If they want respect, they need to change their behavior towards ME.
Until then, my entire experience is that COPS SUCK.
They never enforce the law when I need them.
They always enforce the law when average joe is attempting to legally go about his day.
So, what you're saying is that "the Tueller Drill assumes a holstered weapon", and that the confronters had UNHOLSTERED weapons, meaning the Tueller Drill doesn't even apply.
Rather, the "Pull The Trigger Till The Punk Is Dead Drill" applies...
