Yes. Regardless of 51 or 60 votes, Obama will still veto. If the GOP shuts down the government to do it, the GOP will be the losers as they've traditionally been.

The better option, politically, is do a death of a thousand cuts on it. Insert poison pill clauses onesie-twosie into popular bills that start driving it to collapse and start restoring the pre-Obamacare healthcare industry. Once it starts collapsing, build additional momentum by pointing out that Obamacare is just more evidence that big government solutions, in general, don't work. The goal actually isn't to kill ObamaCare - it's to collapse it in such a way that it is remembered for the next couple generations of massive failure stemming from massive government intrusion and overreach into the private sector.

Not a good idea. The nuclear option only applied to filibusters on Presidential nominees, not legislation. In a closely held Senate (which is the best the GOP will get), we NEED that 60-vote threshold to prevent a**holes like McCain, Graham, etc, from crossing the aisle to put more Obama appointees on the bench.
