DWB or MSF (French) mainly sponsors volunteer health care professionals to go for 30 days or so to somewhere that needs health care, and IIRC most of the participants usually have some other medical job. In effect, it is the pro bono equivalent to lawyers.
IOW, she’s one of CDC’s finest.
You get that “Intelligence” title from attending some classes. Everyone in the class adopts the initials for their resume.
