The way I see it, some loose lefty command ashaoles in the Reserve /Regular military interface did not understand , even after international security warnings, that Canadas military was in danger, that guards at the National Memorial needed to be armed, or at least have a magazine full of ammo for their rifles to defend themselves.They were guards in name only.

Also the fact that lone wolf Bibeau made it through the door of Parliament, without being fired upon by dozens of armed guards inside the door at the check point: FAILURE.
