Employees are the most important resource in the federal government and an engaged and satisfied workforce is central to achieving agency goals, writes the Office of Personnel Management (OPM) at the beginning of its 2014 report on the results of a new government wide employee satisfaction survey.
But the government and Congress have a lot of work to do if they want to effectively carry out their missions. Three important factors that contribute to expensive and highly disruptive employee turnover have received low scores for the fourth year in a row: job satisfaction, organization satisfaction, and whether the employee would recommend the organization as a good place to work.
The outlook is growing bleaker by the year, AFGE National President J. David Cox Sr. said. More employees than ever say their agency is unable to accomplish its mission, and they see less opportunity to improve their skills or get a better job.
Scores for the Job Satisfaction and Would Recommend Organization categories have gone down eight percentage points each since 2010, while Organization Satisfaction has dropped seven percentage points during the same period. Even though Pay Satisfaction went up two percentage points compared with last year, its also the category that has dropped the most since 2010 10 percentage points.
Federal employees across the board have consistently rated their immediate supervisors a lot higher than their agency leaders. Employees have also given their agency leaders two thumbs down in all categories every year since 2011. For example, when asked whether senior leaders generate high levels of motivation and commitment in the workforce, only 38% said yes, compared to 45% in 2011. Only 50% said they have a high level of respect for their senior leaders, down from 57 in 2011.
President Cox said agency leaders could improve their standing with employees by negotiating better collective bargaining contracts.
Too many agencies have been dragging their feet and blocking our efforts to update contracts to improve working conditions for federal employees, he said.

I'm quite happy in my private sector job;)
They are tired of lying.
Yeah, all that money, job security, gold-plated benefits, non-stressful work environment, pensions & vacations would wear me out, too...
I was a 7 year Fed Gov contractor. Most of them were dumber than sticks, liberal, and miserable - even though they were overpaid and enjoyed the finest perks, benefits, and early (funded) retirement. Ha!
Awwwwwah!
Then quit. Please! Just quit!
Gosh, I wish they’d just quite.
Well, they won’t quit for one simple reason and that is they are incapable of finding a job in the private sector or starting their own business. The reason for their unhappiness is because the huge majority of them are liberals, and liberalism is a mental disease. Why else would people that are way overpaid for the poor jobs they are doing not even realize that in reality they should be happier than pigs in s**t.
What's even more pathetic is the whining twats thinking anyone might given even half a damn.
But hey, the union reps do bring free cookies and T-Shirts occasionally;)
Anyone take notice here that the most satisfied (going by department names here) would lend one to believe are far more educated hold exetremely technical college degrees and are probably paid quite well. Conversely looking at those least satisfied (going by department names again here) could be performed by any school drop out flunky. Who wants to place a bet on the majority racial makeup of the most satisfied vs. Least satisfied?
This is good news. It shows that some in the bureaucracy might be tired of fighting for totalitarianism, others may be sick of the public’s contempt, and perhaps a select few have discovered their conscience.
We must keep up the pressure and apply Cloward & Piven techniques to bringing down the Leviathan.
At this point anarchy is better than big, EVIL totalitarian government.
i think they all need a real chubby pay raise.
I’vr become very “unsatisfied” with most government “workers. At least one half of should be let go...one fourth should be arrested.
It wore me out - retiring next month. After 24 years active duty, the 15 years in Civil Service has jaded me. Many of us work directly with our military counterparts and have the military state of mind. We work hard and hate what we see happening to our military. We are the ones who are tired of all the 'scoobies"; we aren't the lazy, back-stabbing bureaucrats that most think of when they impugn government workers. Other than the vacation time, all my "scoobies" come from the fact that I spent my active duty time and have TriCare.
Poor babies. /S
As one poster said, most are dumber than sticks and could not get work anywhere else. They are over paid and have outrageous gold plated benefits. They are a voting block for demorats.
Look out across any federal cubicle farm and get them to pop up their heads.... almost all the places look like EEO posters.
Go to an IRS regional office at lunch time or just before quitting time. Think about the people you see knowing your SSN, how much you make, where you have your savings and what you do.... if it doesn’t scare the hell out of you you are a Medal of Honor Candidate for bravery.
It isn’t just a federal situation it is also state and local.
