Afghanistan will delay paying salaries to hundreds of thousands of civil servants next month because it does not have enough money, a finance ministry official said on Saturday.
The acknowledgment that it is now impossible to pay October salaries on time highlights the huge challenges facing new leader Asraf Ghani, who is to be sworn in as president of the violence-torn country on Monday after months of turmoil following a disputed election result.

IIRC, We’ve committed monies for the next 10 years at least.
There was a report that 98% of the government spending in Afghanistan was paid for by foreign governments. Once the spigot is tamped down, it’s all over for that country.
The value of all those poppy fields covering the country isn’t a ‘Let’s Make Afghanistan Beautiful’ effort...
Between 9/11 and our invasion I read an article in the British press that was an interview with a Taliban defector who told how Mullah Omar ruled in traditional Afghan style. He held court in a room where he sat on a dais with a tin box next to him. Tribal leaders would come to see him, kowtow and pledge their loyalty. Then they would tell him about their people’s hardships and ask for help. He would open the box, and hand them money. Every week or so a convoy of new black SUVs would pull up with Osama bin Laden and his bodyguards. He would come in a fill the tin box with money.
We should have just given our ambassador a big box of cash and had him pay off the tribal leaders instead of spending 1000 times as much trying to set up a government that they see as a threat to their power, and that won’t last a year after we leave.
Oh, if only that would happen here.
I’d love to see the tax leeches fretting about getting by like the rest of us.
