At an event today at the University of Texas Austin campus, Texas Governor Rick Perry reaffirmed his support of allowing illegal immigrant students to pay in-state tuition at Texas colleges and universities, while U.S. citizens from other states continue to pay higher out-of-state tuition rates. Perry made his remarks in a "One-on-One Conversation" with Texas Tribune CEO and Editor-in-Chief Evan Smith at the Texas Tribune Festival, an annual event organized by the online media outlet. Breitbart Texas made several queries to Governor Perry's press office for comment, but as of press time, had not received a reply. A UT student asked Perry a question inspired by a Tribune Festival panel from the previous day titled "What to do with DREAMers," referring to the children who were brought here by their parents without legal immigration status and want to attend public state universities. The student mentioned that Perry had signed a law granting in-state tuition to illegal immigrants and asked if he was still in support of that law, and also asked why Republicans had moved away from supporting this issue.
The law in question, HB 1403, was signed into law by Perry on June 16, 2001 and allows undocumented immigrant students who have lived in Texas at least three years and have a Texas high school diploma or GED equivalent to qualify for in-state tuition if they sign an affidavit that they intend to apply for permanent residency status as soon as they can.
HB 1403 passed by a substantial majority vote in both chambers of the Texas legislature with only four dissenting votes, but has been criticized since then as being one of the "magnets" that encourages people to enter the United States illegally. I agree with that statement re: change the make up of the legislature.
Perry didn’t wave a magic wand and decree in-state tuition to be. It was a joint effort.

About 15 states now do this.
The Fed government says we have to make school available to them in all 53 states ;-) through grade 12.
Good point. Although, it annoys me to no end that I have to prove my legal status since I was born here and am clearly an American.
In any case, while I was questioning the practicalities of a school having to verify status (you're right, employers do it routinely now), I absolutely oppose any law giving an explicit right to something they have no right to.
Perry is wrong to back a law granting a right to anyone here illegally. And this is my problem with Perry; he has been soft on this from the beginning.
I actually thank him for his honesty. It's more than you will see coming from his die-hard supporters.
I hear ya....my kids have had to meet the same entrance requirements, to attend these schools.
I wonder if these illegals - who also receive minority grants (that go to THEM before hispanic Americans!!) - have to meet the same Top 10% requirement.
If so, maybe the numbers of those who qualify are low. Maybe Perry thinks it isn’t a big enough deal to worry about. But, it is...especially when they get grant $$ that other kids aren’t privy to, as well.
Perry turned me off for good with that “heartless” comment during the 2012 primary season.
If he was serious about fighting illegal immigration, he would have put far higher numbers of National Guard troops on the border and he would have done so years ago, when he first became governor.
He’s all hat and no cattle.
Perry is a disappointment. Even though he “got tough” with the border it is all show - illegal aliens are turned over to BP. They should be dropped in their tracks.

Can’t argue your last point. Regarding legality, I suspect that probably wouldn’t be a big deal. For example, I’m sure that 95% of incoming students have driver licenses, and if they’re from Texas, that means they’re here legally (I think)...just for starters. If you don’t have a driver license, then they might get a bit more intrusive.
But still, I STRONGLY suspect that the schools already have a very good idea who’s legal and who’s not, considering all the data we have to turn over to apply (and especially to collect financial aid).
One by one, all the states will grant in-state tuition to “anyone” with the usual conditions attached. 15 states provide it at this time.
This situation has been ongoing since 1982 when the SCOTUS declared Texas law
uncontitutional in Plyer v Doe. Under that law no district could use state funds to
educate an illegal child.
The 2001 legislation HB 1403 was essential redone in 2005 by Senate Bill 1528 which
made residency requirements essentially uniform for all students, regardless of
their legal status.
It is what it is until legislation is changed that will pass SCOTUS muster. JMO.

...not if we NATIONALIZED the issue, and Perry had the PERFECT CHANCE to do so. If he had nationalized the issue because of how it draws Illegals, perhaps the 15 number would be shrinking instead. But he BLEW IT, yet again.

Then you are advocating for amnesty. Because that is what allowing ILLEGAL aliens citizenship is. You are also apparently accepting that these lawbreakers are receiving taxpayer-funded financial aid. Both of these positions are known to be common liberal positions. Why are you advocating these liberal positions in a conservative forum?

Why their parents brought them here is irrelevant. That they are here and qualify for ANYTHING that American citizens do not is. You may think that is fine, and I can see you do. So does most every liberal. Conservatives oppose it, as do I.

That is another famous liberal line. Rewarding ILLEGAL behavior is never the answer. Nor is throwing in the towel. If we adopt your attitude more will come. We need to enforce our laws so more will not come. And we need a president who is determined to do just that. We know Rick Perry is not that man as his well-known, documented liberal views on ILLEGAL immigration are in line with that of the dems and, frankly, you.
