At an event today at the University of Texas Austin campus, Texas Governor Rick Perry reaffirmed his support of allowing illegal immigrant students to pay in-state tuition at Texas colleges and universities, while U.S. citizens from other states continue to pay higher out-of-state tuition rates. Perry made his remarks in a "One-on-One Conversation" with Texas Tribune CEO and Editor-in-Chief Evan Smith at the Texas Tribune Festival, an annual event organized by the online media outlet. Breitbart Texas made several queries to Governor Perry's press office for comment, but as of press time, had not received a reply. A UT student asked Perry a question inspired by a Tribune Festival panel from the previous day titled "What to do with DREAMers," referring to the children who were brought here by their parents without legal immigration status and want to attend public state universities. The student mentioned that Perry had signed a law granting in-state tuition to illegal immigrants and asked if he was still in support of that law, and also asked why Republicans had moved away from supporting this issue.
The law in question, HB 1403, was signed into law by Perry on June 16, 2001 and allows undocumented immigrant students who have lived in Texas at least three years and have a Texas high school diploma or GED equivalent to qualify for in-state tuition if they sign an affidavit that they intend to apply for permanent residency status as soon as they can.
HB 1403 passed by a substantial majority vote in both chambers of the Texas legislature with only four dissenting votes, but has been criticized since then as being one of the "magnets" that encourages people to enter the United States illegally. Perry defended the law six years later in an interview

We need to define terms. Is he talking about kids who have gone through the school system from grade 1?
Ted Cruz is my first choice too but this is not an important enough issue to completely trash Perry over. The Mexican kids will have to pay the same as your daughter, they are not getting in free like some people have said.
He still believes conservatives don’t have hearts, eh?
He already is. He has a few die-hard liberal supporters but conservatives are well aware of his pro-ILLEGAL alien record and because of it, rejected him long ago.
Perry receives a serape from Mexican Gov Enrique Martinez of Coahuila, as a token of appreciation for enacting the Texican Dream Act.
I trust no one when it comes to illegals. Every one has his price.
...back to the OLD Rick Perry. No surprise for us Texans.
If ONLY he could have admitted his mistake. That was a PERFECT TIME to do so. He simply could have said something like: “Yes, at the time, I was only thinking of the children that were dragged here by their parents long ago...but when you see the thousands of kids crossing the Southern Border, it becomes obvious that this law is part of the problem.”
With that, he would have had a ticket to November, 2016 (whether he believed it or not), but once again, yet another Republican gets TIED UP IN KNOTS over illegal immigration...they just can’t seem to figure out what 95% of the people ON THIS SITE understand - which is that when hand out goodies to Illegals, more Illegals will show up for them.
Actually, no one is trashing him. It's a discussion of Perry's pro-ILLEGAL alien record and he deserves all criticism he receives because of it.
The Mexican kids will have to pay the same as your daughter, they are not getting in free like some people have said.
That's not necessarily true. ILLEGALs pay less than American citizens from other states and they also qualify for taxpayer-subsidized financial aid.
Any way he (or you) try to spin it, this is a crap sandwich that benefits the ILLEGAL hordes he claims he is against.
Yes, in 2001, Texans thought it was a good idea to allow illegal alien minors to pay in-state tuition rates to get an education if they were going to remain in Texas. Illegal alien apprehensions were substantially decreasing across the entire South Texas border. The idea was to prevent further drain on state financial resources. That was then.
Things change. Now we have hundreds of illegal alien children being invited across the border. They’re bringing infectious diseases and viruses with them and sickening our children. The drain on our financial resources has yet to be calculated, but it is substantial and not sustainable.
Don’t invite them. Deport them!
Really? So you forgave him when he did this and when he said if you did not agree with his pro-ILLEGAL alien position(s) you have no heart?
How about my tagline? That didn't do it for you either?
With his long history of supporting ILLEGAL aliens, Perry should have been soundly rejected as a potential Republican nominee long ago. I am glad you have come around. :-)
“The question of their immigration status is a legal one that the schools arent competent to decide.”
Funny, my EMPLOYER had NO PROBLEM being “competent to decide” if I was legally allowed to work. That would be a good start regarding this issue.
But he has long been supportive of the ILLEGAL hordes. He does not consider it a mistake. Nor do his liberal followers some of who are responding to defend their pro-ILLEGAL alien governor in this thread.
Look around, the illegal hoards are here, our fed gov refuses to fix that. The kids can grow up to mow lawns or work at the car wash. An education would benefit them and us too.
“But he has long been supportive of the ILLEGAL hordes. He does not consider it a mistake. Nor do his liberal followers some of who are responding to defend their pro-ILLEGAL alien governor in this thread.”
I hear you. Funny how he can those people on this thread so quickly. Anyway, I was just referring to raw political strategy. He HAD the upper hand against the Obama, the Dems, and many Republicans when he stood for a secure southern border this summer. But now JUST GAVE IT ALL BACK.
Just PURE STUPIDITY, from a political standpoint. No different that Rand Paul coming out in support of Voter Fraud and Felon Voter Rights...right after grabbing all of the Millenials with his filibuster over drones killing Americans...PURE STUPIDITY, strictly from a political standpoint...it’s like a death wish for them.
It’s worse than a crap sandwich. It’s willful ignorance.
Put the National Guard on the border, but if the illegals do get through, let’s treat them the same as Texas citizen children because it’s not their fault. They’re just children. /s
You missed the point. Allowing them to attend colleges is one thing. They are ILLEGAL ALIENS, not “Mexican kids” as you called them. And as such they deserve ZERO benefits, special treatment or special rates. Certainly nothing that American citizens do not qualify for.
See my tagline for confirmation of that point.
HB 1403 passed by a substantial majority vote in both chambers of the
Texas legislature with only four dissenting votes,....
*******************
Appears as if the elected officials placed this into law so maybe the change
needs to be in the makeup of the legislature so as to repeal the law.
Don’t get me wrong...I’m with you. It’s just that his level of STUPIDITY seems to grow with age. Back with his heartless comment...he might have been able to claim that he was caught off guard.
But his campaign collapsed in 2012. If you’re thinking of running again, what is the FIRST THING you do? You look at your prior campaign and see what the problems were, and address them. Did he simply NOT do that...I guess.
