That means he didn't have to grade papers or "judge" others. If ever you saw his resume without Senator or President on it, you would not hire him to manage an atomic clock. He has no experience.

In other words, the ass clown is deferring all leadership, tactical and strategic plans, engagement, etc. over the fence to someone else.
