When my mom visited an artist friend of hers in Vence many years ago, she took some pics for future studies. Saw an Algerian skinning a goat and she began taking pics. He pulled the knife on her. Thankfully, she got out alive when her friend did a lot of talking.
Rosny-sous-Bois, an eastern suburb of Paris, France. Don't think that is correct on suburb ... Think that is the building name. Will keep looking.

My relatives live in Bazemont. The blast may have been closer to Paris.

Creek, my report is out of Asia so might be mistake in my report.
I don't know about Bobigny specifically, but it is in the department of Seine-Saint-Denis, which wikipedia (yeah, I know, but politically incorrect facts on wikipedia are usually reliable) suggests has Islam as its most practiced religion, and which also includes Clincy-sous-Bois, where the two Muslim "youths" managing to get electrocuted while fleeing the police set off the big riots in 2005
It probably is a gas leak or an exploding propane tank. Many of the French use propane for cooking and heating in their apartments in the older areas. The Spanish use it too, and it seems to me that every year that I have been in Madrid, there has been at least one of these explosions that result in building collapses and deaths.
That said, this must have been a rather large explosion to have caused so many deaths.
We took the subway to Saint-Denis when we were there about 8 years ago. Got out, looked around, yikes! The church of Saint Denis, where all the French kings are buried, had just closed. The town was very dicey, we left quickly. If it was there, it would be more suspicious, unless they were singeing goat innards or something and used the gas wrong.
A neighbor said they’d been working on the gas lines under the sidewalk the day before.
The first pic I saw looked like a wall collapsed. But pics at your yahoo link look like half the building collapsed judging by the amount of rubble and the distance from the street of the rest of the building.
