It does have a basis in reality. In the case of Trayvon Martin, local school administration downplayed a lot of his offenses as a high school student, to make it look like the school district had better behaved students and that the County in Florida had a lower crime rate.

I wasn’t aware of that, but it doesn’t surprise me. No principle wants it said of his school that there is a high crime presence in his school student body.
