My question is: what possible rationale exists to take less qualified people to protect citizens?
The only motivator has to be not less dead people resisting arrest, it would be exoneration of a cop because he is black and one cannot claim racial aspects as a motive if black on black killing occurs.
Guess what? They aren’t going to treat black cops any better.
Just have the locals elect their police force from among themselves. They can have whole police forces of local drug dealers, pimps and gangstas led by race hustlers and militant racists.
