OK, I’m a flight instructor (necessarily a commercial license). This area is already 100% “only those operating with a clearance to be there.” What is there to gain by making it explicitly a TFR? Well, that’d be the barking dog of “and we’re not going to write any permissions, either,” but that was already what the tower controllers at Lambert were able to make happen without the TFR.
The local police directing this TFR action is probably the most interesting part of this exercise. More power has gone to the local police; more coordination with the Federales.

It’s definitely class B airspace from the surface to 8,000 AGL whereas the TFR only goes from the surface to 3,000.
I guess aircraft transiting in and out of STL are okay to transit through the TFR.
I’m surprised the local police can direct a TFR.

I did notice that in all of the news coverage no air assets were used.
Kinda’ like that C141 that came in to pick us up in Pakistan. They were coming in on final on a real dark night. Off the other end of the runway, miles off, somebody’s wedding must of ended because the area erupted in green tracers.
The pilots had a few questions for us after they landed. :)
Kidding aside. They probably have a fear of folks shooting into the air. Mighty hard to be an aimed shot - but accidents do happen.
The approach paths of the departing and arriving aircraft are just north and south of Ferguson.
