Anecdotal evidence is that Martin Luther King Blvd. in many cities is in the heart of the ghetto.
I’m sure there are other indicators such as avoiding Martin Luther King Blvd., used by people, to enable them to avoid certain areas.
Since your life is in danger if you wander into bad neighborhoods, this app makes sense to me.

In banking it was called Red Lining. Banks would not make mortgage loans in just these sorts of areas.

Right, because White people are supposed to want to go into high-risk, crime-ridden areas. White people are supposed to try new things and stop being so provincial and closed-minded. I suppose mugging is considered a revenue stream in some areas.

After 9:00 p.m., looking for a 7/11 to buy a lotto ticket.
Was directed “just down that road a bit”.

Location. Location. Location. The main reason Atlantic City failed as the "East Coast" Las Vegas is because of the neighborhoods that surround it. I parked a few blocks away from the boardwalk and when I went back to my car later that night, it was like something out of a movie - like "The Warriors." Never again will I go to AC, the round trip plane tickets to Las Vegas are well worth it.
When I start seeing check cashing joints, signs advertising rental furniture with "E-Z" payments and "Payday Loans" - it's time to lock down your doors, hang a right turn, then another right and quickly get back to whence you came.
Martin Luther King Boulevard...always a dead giveaway you took a wrong turn. Punch "Maple Drive" into your GPS (any tree name will do) and just go where it tells you - take my word on that.
