Anyone can go to the Russia Today website and see how they’re covering this story. As of last night, their lead item said that Ukrainian government missile systems were activated at the time of the shoot-down, which is meaningless but is meant to direct suspicion to the Ukrainian government. I also couldn’t find any RT coverage of the heaps of evidence supporting the separatists’ involvement. It’s really laughable.

To levy a charge means to exact a charge - i.e., to charge money for something.
To level a charge, on the other hand, means to raise an accusation.
