I doubt these personnel are your average “rebel separatists.” It takes some training and familiarity to operate a system like the one needed to do this.
They were flying over a combat zone where +/- 10 aircraft have been shot down the past few months by Russians. This wasn’t an accident.

Russian Air Defense units would have an IFF system integrated into their air defense operations. Irreqular separatists who recently gained control of UKR SAM assets probably wouldn’t.

It is a very curious coincidence that it is a Malaysian Airline plane given the disappearance of the other flight.

I don't think anyone thinks Putin is directly responsible, in the sense that he gave the order to shoot down the plane (assuming it was a SAM). Indirectly responsible, maybe, in the sense that he's arming a bunch of hotheads down there.
But even then, we can't jump to conclusions just yet until we figure out who shot down the plane, or if it was even shot down in the first place.
