DPS is the Texas Department of Public Safety police - which is what Rick Perry says he has deployed at the border to stop the illegal influx.
So, this latest initiative is characterized as a surge. Whether it develops into some other state run operation to actually remove illegals from Texas is yet to be seen. I'm not holding my breath.

Actually Texas and Oklahoma settled the border location a long time ago. The feds are sticking their oar in so they can take the land, which is privately owned and on the Texas side of the agreed upon border.
Gasoline taxes maybe. But Texas has no income tax, and the feds collect that themselves. It is their biggest source of revune, but borrowing is a close second.
I know of no taxes, again save possible on gasoline, that Texas collects for the Feds. Perhaps you have more specific information.
The people of the states send plenty to Washington, but these days the states are often on the receiving of federal money, after DC has taken it's cut of course.
And that is the problem. He who pays the piper calls the tune. It was never supposed to be the federal government. Originally taxes were to be collected on a per capita basis based on the census, each state would pay the same amount per person. The biggest blows to Federalism were the 16th and 17th amendments. The first allowed direct taxation of incomes, the second provided for direct election of Senators, the combined effect was a massive shift of power from the states to the federal government, leading directly to where we find ourselves today.
The Texas State Guard is militia. A select militia to be sure, but militia none the less. National Guard was militia too, before being turned into a branch of the Federal Military reserve. Of course in another sense, even Guard and Reserve forces are militia, part time soldiers, sailors, airmen and Marines, but they are federal militia.
I've been active duty, reserve and national guard. I'm now too old for even the Texas reserve militia, which is everyone, men and women, save a few public officials, 18 through 60. We are both too old even for the federal militia, which requires one to be under 64 and it's 45 for non prior service men.
The oil and gas thing is doable, but not for very long. However long ago Texas decided it wasn't going to export energy via electricity, something to with taxes on the exported fuel, but not on the electricity, I think.
There are 3 major grids in the US. East, West and Texas. They are only lightly tied together. The links cannot support large amounts of power flowing across them, just enough to keep the systems synchronized, all on the same frequency, nominally 60 Hz. If there is a major loss of generation capacity, such as the gas fired generators being fuel starved, in the East and/or West grid, then Texas would have to disconnect completely, which interconnect breakers would do automatically anyway.
The states collect gas taxes, which you have pointed out, as well as excise taxes.
