Of course nobody has asked the DOD why they provided high quality low altitude anti-aircraft weapons to a government that had no legitimate need for them. What likely opponent of the Iraqi government has an air force that we would want them to be able to fight against? Nobody, except Iran, and with the close ties between Shiites in Iraq and Iran fighting between those countries now is highly unlikely.

There was no logical reason for the USA to provide any anti-aircraft weapons to the Iraqi army. And no reason at all to provide Stingers.
