It doesn't matter, commissaries and other post AAFES shops have had a very specific dress code for all patrons, and it has been around for a long time, at least into the 80’s. Everyone on post knows what it is and knows they don't break it. Military personnel can receive a counseling statement and possibly more if they ignore the regulations. They can even get the sponsor if a dependent breaks them. Just the way it is in the military life.

There is not one thing offensive about this child's clothing! And your point is? Do you imagine the rule is there to stop children from offending by wearing work out gear?
I disliked the rule that "sneakers" were not allowed in the dining hall until I sat next to someone wearing them who was not aware of his foot odor.
It is the military. They are making an effort to keep sweaty smelly troops from stopping in to buy groceries before cleaning up. The directives to those who are supposed to check are "blanket" because enforcement is more simple.
There are things to carp about regarding the military. This is not one of them.
