It is the military. They are making an effort to keep sweaty smelly troops from stopping in to buy groceries before cleaning up. The directives to those who are supposed to check are "blanket" because enforcement is more simple.

Service members blindly executing without using the brain God gave them is a serious cause for concern from where I sit. The guy who kicked him out can easily be replaced by a robot. No human judgment necessary.
