At least five people are reported killed after an explosion in Lugansk administration building. The blast came as Kiev deployed fighter jets to the city in eastern Ukraine. This and heavy gunfire on the ground caused panic among civilians.
The death toll was first reported by RIA Novosti; later it was confirmed by local self-defense forces, who said the blast was caused by the army's fighter jets striking the building.
“Ukraine’s air force struck Lugansk downtown at 16.00 pm. Military aircraft made a targeted strike, deploying cluster bombs. The administration building is partially destroyed,” the government of the self-proclaimed Lugansk People’s Republic (LNR) said.
Many wounded were trapped inside the administration headquarters, which caught on fire. About six ambulance vehicles have arrived at the site. The death toll may rise.
Those killed - three women and two men - are all civilians, witnesses told RT. One of them was the LNR’s health minister, Natalia Arkhipova. During the air-strike, she was talking to another woman on the administration building’s steps, the self-proclaimed republic’s premier, Vasiliy Nikitin, said.
Large blood stains inside the HQ could be seen on live-streaming video from the area, with pieces of glass and stones also visible on the floor. The camera operator was choking with smoke. On the outside, many windows are shattered, shell fragments covering the nearby area and dark plumes of smoke are coming from the fourth floor.

Interpreter has a clearer pic of the flash in the tree. One of the inbound missiles hit it, then deflected to the left.
The S-8 is an earlier Missile than the S-12.
S-8KOM stands for a High Explosive Anti-Tank version. Not very effective ordinance for a building attack, I would think.
Of course, as many sources have noted, Kiev is dragging the bottom of the barrel for operational systems, so it could be plausible.

I’ve been on a couple military sites and they are all pretty much in agreement about this being an aerial attack....I posted one of their comments here you might consider....there are many videos of this..not just one or two....and from different angels....even the city had camera videos.
At this point, the Ukrainians have lost the moral highground. This looks bad really bad as such an air strike is totally disproportionate a populated center city... Rest in Peace to the civilians caught between the lines of fire.
Mongo, the problem is that they should have done it long time ago but unfortunately they didn't... One 500 kg aerial bomb could totally destroy that building. This incident looks more like Kremlinwood in action.
Profound denial and ridiculous what Keiv Gov. is saying.....a MANPAD tied to an air conditioner??? That would only blow up the air-conditioner...not the building nor the park as well. They keep changing the story just as they did in Odessa.

You need to look at the posts of videos back thread and not just assume....this was a missile bombing plain and simple........I’ve checked here and other sites where the discussion is also going on, and this by military people who ought to know what they’re talking about....there is no doubt this was an aerial attack by a fighter jet...a jet which ha[[ens to be used for this type of missile just doesn’t “happen “ to be overhead.
SU-25 could totally destroy quite a few buildings like that one, during one flight, the rest is Russian propaganda spread across the web by gangs of Russian agents and useful idiots, not too difficult to notice that in this thread.
Isn't about my care one way or the other....I have a serious problem when Keiv/US will send ‘untrained’ young people, they now require to serve,...in the 'hot zones'...without provisions or proper protection and equipment.
The parents of these kids actually cut trees down so the one group couldn't go back into the fight zones

Well if you’re looking to fight me on this you can forget it....this has nothing to do with propaganda...this has to do with sites I visit of military people who certainly are trained to tell the difference and put a situation together rightly.
Did you not see the missile markers flashing on the ground? or have you still not looked and examined the videos?
As I have said I am not here to debate if Russia or US/Nato is the worst in this...they are both equally as bad as the other.
Ukraine is fast approaching being lost altogether .....too bad IMF told them if they didn’t stop the unrest in the EAst they’d not get their money......they are as much equally to blame. The greed involved in ripping off anything in Ukraine of value to it’s people is beyond disgusting....and those who are involved in this care not one bit for the lives or the people of Ukraine...THAT is clearly evident.
