Government creates issue. Government escalates issue. Citizen gets fed up and decides not to obey the masters. Government brings in armed agents. Government takes citizens property. Citizens band together and get even more fed up. Citizens take up arms.

What I mean is, if I wanted to make sure that the elite turned on the red state folks, I would make an incident where a redneck rancher and his gun toting militia friends get in a shoot out with the cops. Please note the "redneck" comment is how the elites will see it.

250 Square Miles ==160,000 acres. With only 150 cows, that is OVER 1000 acres per cow. That allotment is ludicrous.
Their reduction numbers at the Federal level create an instant bankruptcy for any farmer/rancher.
People who never have ranched are not qualified to make such allotments.
