In the video Holder thinks he’s untouchable. I know he’s retiring before the end of the year... in the video it seems he changes the threat to Gohmert to ‘you don’t wanna go there thinking charges of contempt don’t bother me.’

Perhaps realizing it was obvious he threatened Gohmert.

Saying ‘you don’t want to go there’ is explicit: it assures a reaction, something happening to you if you do. It means ‘you’ll wish you hadn’t gone there if you do go there’.

That is a threat.
