LECLAIR: Weve heard from a lot of WHEC Facebook friends complaining that they will face a fine if they dont sign up for health insurance. But many say they cant afford the premiums or deductibles, and it would be cheaper to stay uninsured and pay the penalty. This free clinic at St. Josephs Neighborhood Center always has a steady stream of patients. The director says the Affordable Care Act will never put them out of business. Even though everyone is supposed to have insurance now and their own doctor, there will always be people who need care but cant afford it. Im told close to half of the 1,100 patients that come to this clinic dont qualify for public assistance, but dont have the money for premiums or deductibles either.
WAGNER: And our population is those who are above Medicaid eligibility are working and just dont have the income to be ale to afford employer based insurance, and now cant afford the exchange insurance. We will keep them here.
SCHRADER: The bottom line is the only number were looking at.
LECLAIR: Marian Schrader is a navigator paid by the state to help people with the sign-up process. She says that sometimes when people hear how much the plans cost, they decide not to enroll.
SCHRADER: Im letting them know that theres a fine, but I also understand that if you cant buy insurance I mean, are you going to buy insurance, or are you going to buy food? Youre going to buy food.

I looked at the maps. In addition to NYC and virtually all of Long Island, Albany, Buffalo, Syracuse, Rochester, Binghamton, Ithaca all went for zero. 3.9 mil to 2.2 mil for zero statewide in 2012 so f 3.9 mil of you.
