...as Off-Duty Officer Begs for Help Trying to Resuscitate Crash Victims
A Florida police officer is under fire for failing to help dying car crash victims and it was all caught on tape by a dashboard camera.
Off-duty Miami Police Sergeant Javier Ortiz came upon the car crash scene that ended up killing two University of Miami graduate students, Ying Chen and Hao Liu, according to WFOR-TV.
With medical equipment in his car, Ortiz jumped into action to try and help the victims.
I immediately started CPR on the female. It was just me. I had no one to work on the male and I was waiting for help to arrive, Ortiz told WFOR.
Authorities did arrive but it was the help part that was still missing.
Pinecrest Officer Ana Carrasco arrived on the scene shortly afterward. According to WFOR-TV, Ortiz directed her to work on trying to resuscitate the man.
I got no response. She just stood there, told the news station...............

Uniformed or Un-informed — seems the later is more accurate.
Worthless LEO...I guarantee that she froze because she did not know CPR or what to do. Must have been asleep during her medical aid classes.
I’m sure it’s just a job to her - not a calling. In fact, that mentality is responsible for a lot of what is wrong with law enforcement these days. And, it’s responsible for the anything to make it home safely tonight mindset. IMHO, of course.
Several years ago I was in a company sponsored CPR class and this is what the instructor told us:
1) If you do not know the person, think twice about performing CPR.
2) All of the State Polices Officers are certified in CPR. Their union instructs them that this is not part of their job and do not administer. Rather they are instructed to wait for the CPR.
Wonder how much of this played into this situation?
It’s very easy. Because this isn’t a situation with a POS perp. It’s an accident victim and anyone with any morality would do it if they have the knowledge.
For the record I have done CPR twice. Once to a severely retarded woman. So I’m not speaking hypothetically.
Question I have, how effective is CPR delivered by a non-EMT on the morbidly obese or regular sized people without using your equipment?
Curious as to the actual numbers/stats.
As far as the few times you saw officers not doing CPR, see my previous post. Many times, if at a violent scene, the officer does not know if the criminal is still there, or if they are holding the guy, that guy may suddenly decide to become violent again.
Also, many fake distress, from breathing to joint pains to inability to walk, you name it—and you’ve seen it, too. Takes time to determine if faking it or not. And I bet you have been in crowds where you would not turn your back on them and were pleased to have the police there to watch your back as you did your job.
Point is; you weren’t there, you don’t know their policies (drafted by the desk-bound—like you suffer under I am sure), and you don’t know what motivations and facts that were in play at the time.
The slaves/civilians who sold their Citizen birthright for a bowl of Government soup [freebies] for the concept of being made to "feel secure" are just now beginning to reap the seeds they so gleefully sowed a few years ago. The harvest of those seeds will be both bountiful and bitter.
Ana’s at least a two pointer. Looked at one of the videos. She may be a 3 pointer on the affirmative action scale.
She didn’t check his vital signs because she did’t have a pair of latex gloves...!!!
Seriously how hard is it to check a persons pulse on their neck and not catch some disease....
Maybe I could understand if it was some crack to meth head....or he was covered in blood....
The video is obviously speaks for itself, as it were, but “what difference does it make?.
Slap on her wrist and spit in our eye perhaps?
She is an affirmative action. Next month she will be Assistant Chief on her way to Chief.
I guess I missed the bar & the surrounding criminals in this video. What I saw was a cop who froze up and who didn’t even follow the other officer’s instructions. I don’t expect heroic efforts, but checking vital signs doesn’t seem like an excessive expectation...unless ‘protect and serve’ is just a mocking union slogan.
1.The officer was to busy looking for a dog to shoot.
2.The officer was racist and didn’t like Asians.

Police officers are trained as First Responders. They DEFINITELY know how to give CPR not only on adults but infants as well. As part of the First Responder class, they can do deliveries (including how to do a breach delivery), control bleeding (even how to do a tourniquet if needed). They have to pass the class in Rookie school or they don’t pass Rookie school. I know what happened... she was afraid of doing the airway breathing. Usually, they have masks for that... In short, she should be FIRED in my point of view. Whether the male could be revived or not... we nor his family will never know. She failed to do her job.
She was there to make the police look inclusive and multi-cultural, not competent or brave. What did you expect her to do?
I got into a wreck a few months ago because a female officer waved me into oncoming traffic. After the crash, she just stood around looking stupid much like this one did.
I asked her why she waved me into traffic and she said “you should have checked your mirrors”.
Georgia has a Good Samaritan law. Don’t know about Florida, but if they do, the victim’s family should sue her and her department in civil court. As a minimum she should be fired with cause.
Beyond that, I have no judgments, only gratitude for those who do what most cannot and prayers for healing for the price they pay for it.
You have hit the nail on the head (possibly). I see many young officers (male and female) who only consider this vocation to be a job until something better comes along.
I have performed CPR in the past in 110 degree heat, once on a drowning victim. Found out later she had a heart attack first.
The comments about looking for a dog to shoot or other juvenile attacks do not help. I wonder how long the officer had been on the job; how many broken bodies had she seen in person and up close? Unless you have been there and are able to detach, most people freeze.
Carrasco said, “Eat snot mah yob! I doan do CPR, I yoost gib teekets.”
Maybe Officer Carrasco only shoots dogs, she was never assigned to save people.
