not many folks key inon the statememnt that this kid was bugging her daughter over and over again despite being warned
having had a daughter stalked by a little touchy feely creep in school, until we reported his sorry pimply butt for harassment, I say maybe give the school some benefit of knowing all the facts of this story
even a 6 year old needs to know and accept when NO touching means NO TOUCHING

The suspension could be justified, but not for the stated reason.
Schools should not condone kissing, but neither should they accuse six-year olds of sexual harassment.
