With Obama? Selective prosecution. Sort of like when 500,000 went to see Simon and Garfunkel at Central Park, and there was ONE pot bust. Like the inverse of Powerball,

A key problem is that its really a system of system. It interfaces with other agency system such as IRS, HHS, and SSA to exchange data with them. So you have these complex and cumbersome linkages. And then there are the inevitable and problematic security issues that will arise over time. This mess is just getting started.

That's an awfully low bar. Logging in at all would be an improvement. Collecting your data and placing it in the hands of a Nigerian spammer would be an improvement. Downloading a virus that encrypts your hard drive and demands a donation to the DNC in order to decrypt it would be an improvement.

Lots of people are going on Medicaid, and a few suckers are signing up for inflated insurance policies that will rob them of their savings and spare change.

I expect to see beggars at the Walmart parking lot asking for spare change for Obamacare.
