Actually, it will typically be a collaboration between the Emergency Appointee of the Governor and the bankruptcy judge. And the unions are indeed screaming...and I could see Obama trying to butt in as he did unlegally on the General Motors and Chrysler bankruptcy filings.
Harrisburg PA, also bankrupt, is going that route. A mayor bought a lot of Wild West stuff in the hopes of building a lot of city-run museums.
Well, the city itself has been morally bankrupt for some time, so it’s only fitting that it is now monetarily bankrupt now too..

WELL, I HAVE SEEN A BIT OF DETROIT ON GOOGLE MAPS—AND YOU HAVE BLOCKS AND BLOCKS THAT ARE EMPTY LOTS. SOME AREAS LOOK LIKE FIELDS WITH A HOUSE HERE AN A HOUSE THERE. IT WOULD BE A GREAT PLACE FOR HOMESTEADERS—BUT I DON’T THINK THE GOVERNMENT WOULD ALLOW THAT. I DON’T THINK THEY’D MIND IF CHICAGO NY AND LA & PHILLY WENT THE SAME WAY.
